Starting a business takes a driven entrepreneur with an idea and grit. West Virginia has no shortage of those. However, growing a business takes capital, and that is in short supply in the Mountain State. Nationally, nearly 80% of small business owners seek growth capital at some point, but only a fraction of those operating outside big cities ever secure the funding they need to truly scale. And the stakes are high: businesses with access to growth capital are three times more likely to survive economic shifts and reach long-term sustainability.

That’s the gap the West Virginia First Small Business Growth Program was built to close.

A New Pathway to Growth Capital

The West Virginia First Small Business Growth Program (SB-1) makes $100 million in critical growth-stage capital available to businesses across The Mountain State. It’s a public-private partnership designed to funnel investment to the entrepreneurs who are ready to grow but haven’t had equal access to the capital markets that coastal and metro-area businesses often take for granted.

Who Benefits

Small businesses eligible for investment under the program must have principal operations in West Virginia and fewer than 250 employees at the time of investment. There are no industry or geographic carveouts, meaning opportunity is open across sectors — from manufacturing and food and agriculture to technology, energy, and beyond. Capital can be used for scaling, expansion, or bridging cash flow gaps.

  • Senior-Stretch Debt — small business loans collateralized by your assets
  • Minority Equity — non-controlling investment to help catalyze growth
  • Sub/Mezzanine Debt — loans secured by your business’s cash flow, sometimes with an equity component

We’re currently evaluating both debt and equity opportunities in early-stage to mature companies across a broad range of industries, with primary operations based in West Virginia, 250 or fewer employees, and a need for $1–$7.5 million in financing.
